Implementation of Simulation Tools in Cybersecurity Education for CSIRT Members in Madiun Regency
Abstract
The increasing cyber threats against local government infrastructure highlighted the need to enhance technical capabilities of Computer Security Incident Response Team (CSIRT) members. This study aimed to implement cybersecurity simulation tools as an educational medium for CSIRT members at the Communication and Information Technology Office of Madiun Regency. An experimental method with pre-test and post-test was employed involving 25 participants from November 2025 to July 2026. Simulation tools used included Wireshark for network traffic analysis, Metasploit Framework for penetration testing simulation, GNS3 for network topology emulation, and Kali Linux as a security testing platform. Results showed an average comprehension score increase of 68.4% from pre-test to post-test, with the highest gains in network packet analysis competency (78.2%) and cyber incident response (71.6%). All participants stated that simulation tools provided a more effective learning experience compared to conventional methods. The implementation of simulation tools was proven to enhance technical competence and readiness of CSIRT members in responding to real cyber threats.
